One of my favorite things to do, when I lived in Vegas, was to drive
out to the dam on a summer night, temps still in the 80's, and walk
across the dam.  The angel statues are particularly impressive at
night, almost surreal.

The best time to beat the traffic to the dam was between 1-2 AM, the
only downside was that all the public spaces were closed at night.
For a bit of trivia, you can see a birds-eye (bats-eye?) view of the
dam overflow tubes by renting the movie "Cherry 2000."  Cheesy movie,
but they apparently managed to lower a car down one of the tubes for
the movie, pretty funny to see the scenes set all around the dam, but
the movie is set in a future when the dam was supposed to be
destroyed, so they don't show the dam itself.
