This behavior is normal. Beginning wit Vista the new method of ganting privileges was introduced for actions that require system files modifications. This metod works by running the privileged processes separately with administrator privleges. Now the trick is that the graphical representation is privilege separated too. So in effect you have a composited image comprised of 2 layers, one user and one administrator (i think its provided by the system user, that has even higher security clearance). Normal user level processes cannot interact with them.
If the VNC server (ANY vnc server, not just tightvnc) runs in service mode, you can interact with those windows with no issues. I use it frequently and it works.
