Are you on SeaMonkey or Firefox?

I think these things can depend on your operating system too.

Do you have Tools/Preferences maybe?

Message headers show that OP uses Outlook Express so I don't think
he's using SeaMonkey which has a decent mail/USENET client built-in.
Anyway, IMHO he _should_ use SM or Thunderbird rather than OE ;) .
Moreover, Edit > Preferences is found in SM.

Therefore, I suppose that he's using Firefox with which Tools > Addons
(or a similar word, I'm translating) will open a new window.
wmlbrowser should be listed there along with its Options button.
Clicking on it will open the Preferences window. HTH.

PS: Maybe the project page needs to be updated to take this difference
between SM and Firefox into account.

I thought it already did...

http://wmlbrowser.mozdev.org/installation/wmlbrowser.html tries to
auto-detect Firefox/suite and deliver appropriate instructions. The
Firefox page says

"In Firefox, use the Tools/Extensions menu to bring up the Firefox
Options window."

That needs an update - it's Tools/Add-ons now - but it still doesn't
match the instructions that Richard found.
