Wrapping text around an image is normally done with a side float. It cannot
be done with an inline image.   Is this HTML or FO output?  This page
describes side floats in printed output:

This page from Antenna House describes how to do a drop cap with a side
float, which is similar to your need:

If you are using FOP, though, side floats are not yet supported.
