Ok, looks like it's the perm-gen which is running out of space.
Try increasing it to, say 128M, and also put a minimum barrier for it, by adding the following to your Tomcat JVM options:

-XX:PermSize=128m -XX:MaxPermSize=128m

I have noticed another thing.  The garbage collection routine seems to be
triggering on an hourly basis and taking about 30 minutes to run...

Our monitoring systems are showing a very consistent 'tick' of failures
(timeout getting to the login page) on an hourly basis.  Could this garbage
collection have anything to do with these issues?
