For those who can't find the http-connector in tomcat or need to search for it.
It can be found in the file server.xml at \apache-tomcat-6.0.xy\conf\
I had the same problem.
Adding

URIEncoding="UTF-8"

solved the problem.

Just forget about it, once again the error is located in front of the
screen: I'd better turn on URIEncoding="UTF-8" for the tomcat http
Connector if actually using UTF-8 encoding throughout the wiki.

I feel ashamed now. :/
