Here, gcc is the name of toolset, power is the version you declare, and
ppc_6xx-g++ is the binary.

This asks Boost.Build to use toolset named ppc_6xx-g++, which does not exist.
Similar to docs, you should be using:
bjam toolset=gcc-power
