I agree with this.  This question was raised in our Cluster D meeting
at the last GEC.  If the Clearinghouse does not serve in role (2) as
the Resource Manager, then what is the value of it only serving in
role (1) as the Credential manager?  If you abandon (1), the value of
the Clearinghouse is unclear to me.
