Hi,

Makefile.in is created from Makefile.am by automake.

I'd suggest to download, run standard configure and install on these:
m4-1.4.7-MSYS.tar.bz2
autoconf-2.63.tar.gz
automake-1.10.1.tar.gz
libtool-2.2.6a.tar.gz

found at any GNU mirror.

then run "automake -a -c" in the build directory, followed by configure
and make.
