As of version 6.8, CAE supports what you need. The manual calls it "material assignment", and you access it via the predefined fields option. Initial conditions can only be defined for the 1st step. You need to choose "Other" as Category, and "Material assignment" as Type. You only specify the material volume ratio, and ABAQUS imposes that the sum of volume ratios of the assigned materials be 100%. If you specify less than 100%, the rest is void.
