I have had some difficulties to write tuplets with Fomus (although I was working with Common Music and exporting to Lilypond)... at the time I wrote my own text wrappers to write tuplets in lilypond scores...
Maybe Psenicka (Fomus' author) could help you if you post the question in the Fomus-devel list... (it seems to be something in the Fomus code and maybe some SVN version works better)
