Thanks Paul. The problem I was having is that I use smartSVN with 20 Eclipse projects (multiple working copies) and so the "refresh remote state" icon is usually not visible just the "refresh local filesystem".  So my Remote State was blank on more than half the files even though I had set in Preferences>Actions>Refresh "Refresh Remote state with local Refresh".  That's a bug, right??

So for now I have to manually highlight each project and manually refresh.
