DId you change them before or after installation?
You can try to run default_records.inc.php yourself (from inside an  
eGW setup context), and see if that puts everything right.
You can see the list of expected ACL locations at the top of the file.

perp_api is not unique, if you have permission locations missing for  
perp_api, you're probably missing some for other applications as well.
