1. Be conservative on resource consumption: A default behavior of
duplicating items (once for each intended purpose) seems wasteful. In
general I would not want that to be default behavior unless there was a good
reason.
2. Make copies "as needed". My guess is that it *may* "be needed" when an
item that is referred to from more than one place is modified. When saving,
Sakai should "catch" the fact that the resource is referred to in multiple
locations and display that to the user, allowing them to make an informed
decision as to whether to overwrite or make a copy.
