Red5 0.9.0 RC Test build up for windows users

First off, this is a test build and is only for those of you that can run it through some tests for the team. This build is based on the xuggle timestamp branch and we would like to get some impressions from the community about its stability etc.. so test it if you want and let us know.

This build has been tested on Windows 7 Pro x64 with JDK 1.6 x64 (my main box)
