Refresh Remote State?

I'm curious as to what this function actually does in terms of commands sent to the CVS server. Whenever I do this, it puts a very high load on our CVS server - the CPU load reaches 100%... Since it's enabled in all places where it's an option, it brings the CVS server to its knees if many users do it simultaneously.

I suspect it's a CVS server side configuration or tuning issue, that's why I'd like to find out exactly what operations are performed.
