Rejected protocol messages and dropped connections

I have one site that is experiencing TCP connection drops over their
PPTP VPN connection to our Poptop server.  What I see in the logs are a
whole lot of rejected protocol errors when this happens.  Since their
ISP connection is over ATM my theory is that one of the packet fragments
gets dropped and throws off the data stream sync.

Does this make sense?  If so is there any way to mitigate?

It is a bit vague, yes.

My guess on a second reading ... the ends lose synchronisation at PPP
level, resulting in rejected protocol errors, resulting in TCP
connection drops.  I've no ATM theory.
