Release notes WIP

Hi everyone,

I'm starting to package and upload RIFE 1.3.

I still need to write most of the release notes though. If people are  
already using the new features, or benefit from certain highlights,  
please help out documenting them by editing the release notes in the  
wiki:
http://rifers.org/wiki/display/RIFE/RIFE+1.3+released
