Released avr-libc 1.6.7

There have been so many bugfixes and nice improvements (in particular
by Dmitry) lately, so I decided it would be worth the while releasing
a new version.

1.6.7 is out.  Web page updates (documentation etc.) are not yet done.

I just noticed the compilation of the new EEPROM assembly files
requires GNU make 3.81 (which, after all, dates back to the year
2006).  I hope this doesn't impose much of a problem to anyone,
otherwise we might have to consider replacing the $(lastword foo)
logic in Rules.am by $(words $(word foo),foo).
