Remove the blog-home-base-directory configuration property?

It says in:

The blojsom-blog-home configuration property can be used in /WEB-INF/
blojsom.properties to define the directory where blogs will be  
created. If using this property, you must remove the blog-home-base-
directory configuration property from your /WEB-INF/plugin-admin-edit-
users.properties file.

Does this apply to 2.24?
