Ruby GIR FFI - New bindings for GNOME and Gobject

Hello, All.

I've created basic package for Ruby GIR FFI.

Need review and upload if all ok.

GIR FFI is Ruby bindings for GNOME and GLib based libraries
using the GObject Introspection Repository.
