SPLD Design tool for ATF22LV10CQZ

I'm needing to use a 22LV10 in a design I'm doing... it's been quite a
while since I used a PLD in a design - but need one for this project
(some fairly complicated logic rules/flip flops, which a pic is too slow
for, and discrete logic would end up being too big).

Based on Cost/size/form factor/voltage, etc. I've ended up with the
Atmel ATF22LV10CQZ - although if someone knows of another part similar
in size, available in through-hole, and 3.3V, and similarly priced, I
wouldn't mind hearing about it.

Regardless, I've originally started using Atmel's WinCUPL... the tool
seems to be straighforward enough, but I can't seem to make simulation
work like I'd expect, even with all the tutorials on the net.   Building
the design file seems straightforward, but I'd prefer to not do burn &
test if I can avoid it.   Plus, with the simulator acting weird, I'm not
sure I trust the compiler itself.   (If someone wants to point me in the
right direction with this tool, that is cool also).

So, mainly what I'm wondering is if I'm missing some other tool out
there for this purpose?
