Has anyone been able to connect to Sybase SQL Anywhere (formerly Adaptive Server Anywhere, formerly Watcom SQL)?

This is NOT Sybase ASE.

Yes, I used SQuirreL with ASA (formerly and currently known as SQL Anywhere) in the past (during that time when it was called Adaptive Server Anywhere). There were no problems for me when I did it.
