Scaling Background images / Text Overlay to an image

Hi,

I'm working with Fop for creating some PDFs. Is there a way for background images to scale them, like for external-graphic the width/height attribute and the content-height/width="scale-to-fit" attribute?

If not, is it possible to work with layers so that there is a block with an absolute position, which doesn't influences other elements of the page?
