Security Setup external clients

Hello,

I very new to Jira so needs lots of help

Need to setup jira for internal clients and extrenal clients. Internal clients will be able to see all issues.

We have a number of external clients all are going to log there own issues in Jira.

I need to set the security up so external clients can only see there issues they have logged.

And in these issues can only see comments that they are given permission to see.

How do I do this?
