When I try to connect to the client machine I get an error message "unable to connect to server". I get this message even though the "ping' of the client IP was successful.

Many reasons for connection failures are possible. Are there routers
and/or firewalls between the machines? Does it time out or report the
error message immediately?

What if there is a router, can you connect to a laptop connected with a

Yes, if there is TCP connectivity between the machines AND the ports
used by TightVNC are not blocked.
