Should I buy this 250 Virago?

350 miles, 2005 model.  Two owners, bike looks great, has sissy bar, saddle bag mounts, etc.  They will sell it for $2,000.  Has clean title.  But I am concerned about one thing.  They have drilled the pipes and worked on the carburetor mixing some.  It seems to run fine (needed choke to start and warm up, then ran fine).  Will this pipe modification (makes it sound better) and carb work come back to haunt me in terms of getting out of balance down the road sometime, ie need adjustment?  Also, could it prevent the bike from passing the state required emissions testing?  Many thanks for any advice.
