Signing TM Advancement ReportsJust curious - I am the keeper of our (jealously guarded) troop database and was today contacted by our council asking me to make sure all TM paper advancement reports are signed - by THREE people...
I questioned that (and got into quite a discussion with the store manager) since for SCOUT rank, only the SM's signature is required, no Board of Review. Obviously for the next 5 ranks, three signatures (of BoR members) ARE indeed required. And for Merit Badges, I was also asked for 3 signatures. We have since sorted this out (three for ranks except for Scout, one for MBs), which was what I had been doing all along anyway! BUT could you please let me know what you do in YOUR council, and what is BSA's standard procedure (references?) on this... The council wants us to use Internet advancement, but when i pointed out that i would have to go home (no internet at meeting site) from meeting, enter the data, print the form, then take it back to the troop at next meeting to try to find the 3 individuals that had done the Board of review. Then take it to council for processing and pick up badges, it was just easier to use paper form.
I hope the future will be, go home from meeting, enter data, attatch electronic signatures (or BSA ID numbers) and email to council and in the next week, I get an envelope in the mail with the badges to present to kids at next meeting! signature, I use the TM Board of Review report and get the signatures on that. When I turn in the paper copy to council I attach the BOR report to that. So far everyone is happy. Re: Signing TM Advancement ReportsI do Troopmaster, electronically send data to Internet Advancement, fix the problems, then send order to council as summary list. They pull badges and when I pick them up I give them hardcopy of Internet Advancement report with my signature and hardcopies of Board of Review form with 3 signatures for rank advancement. If I was further away, I would fax the hardcopies, they really don't seem to embrace email or electronic transfer of data from Internet Advancement. If we don't use IA and submit a Troopmaster printout, it will delay things while they go in and enter everything.

Anyone else? Sometimes we do scan, then email, signed reports, at times with only Merit Badges, I email just my digitally signed copy to Council. Seems to be working. Re: Re: Signing TM Advancement ReportsThough we use TM, there still a few things done the old way. There is no printer or internet connection in our meeting location. I (advancements chair) bring my laptop to each meeting to ensure updates are made. Advancements/MB/Patches are hand written. Here is where technology picks back up...I then scan the form (pink copy scans best) and send to council with any other shop requests as well as who will be doing the purchasing. This gives our council time to enter information and prep our order before we arrive. This has also allowed for miss communications or errors to be cleared up quickly as I send the email at least 2 days in advance. On other occasions I has asked for reports and receive them by email. No wasting postage and printing on the council side.

You could save the PDF version on a thumb drive and print them out at another computer. It seems that you may be doing more work than needed. Just a thought. We are a small troop and so duties double up. I handle the advancement recording in TM as well as the Internet Advancement import from TM. During the IA update, when it comes time to "print" the PDF the IA generates, I don't. In fact, I NEVER print the IA PDF. I do, however, save it. I have a saved copy of the IA PDF as well as the TM 4403 report, the export fie AND the IA import file that TM generates. They are all saved in a directory on my PC, called, you guessed it, Advancement. Actually, they're all saved in a subdirectory called Internet Advancement, within the Advancement directory. Each set is saved within a subdirectory named with the date of the 4403 report. (Disk space is cheap after all. Less than $100 for 1 terabyte!). I have created a digital version of my signature and then, in Acrobat, created a stamp of said signature. I then open the IA copy of the PDF and "sign" my name on the IA report with this signature stamp. Then, I email the signed PDF to my CC who prints it, signs it and then runs it thru a scanner and PDFs it again. She then send it back to me. I then save that signed copy along with the rest of the files and then send that PDF on to another Committee Member who just happens to work a couple of miles away from the Scout Shop. In fact, the SS is on his commute to and from home. He then prints the PDF, adds his signature and takes the printed copy to the SS. Since I record the advancement progress on Tuesday morning after the Troop meeting Monday night, he has the fully signed 4403 by the time he leaves work and so has 4 opportunities to get to the SS by the weekend, 5 if you count the following Monday but that's cutting it close if anything goes south. Only time there's a granny knot in this process is when it's one of his two sons that has a BOR. But, we have a third Committee Member who can also PDF so we still get 3 unique signatures on the 4403 and the council is happy. If I have to do more than one IA file, say we had a camping trip and did a BOR and then did another BOR at Monday night's meeting. Then I rename the TM files (IA import, TM export and TM 4403) before creating the second set of files. (Personally, the lack of ability in TM to name the file is appalling. Obviously they never thought the process thru completely. But, I am grateful for what we do have in the product and I can get around the problem, just wish it was a little more user friendly.) Re: Signing TM Advancement ReportsIf you are using a PAPER report it is taking place of the signed BOR report and must either be signed or have the signed BOR report attached to it.
INTERNET ADVANCMENT is a whole different system with it's own report. |

using from the BSA produces a PDF file at the end that looks pretty close to 100% IDENTICAL to the paper 4403 report that you can get from Council. The only difference I see between the two is that the paper report you fill out by hand is multi-part where as the Internet Advancement version is a single part. Now, the TM generated advancement report is also pretty close to that which is produced by the Internet Advancement system from the BSA, but I like the crispness of the Internet Advancement version over that of the TM version. Re: Signing TM Advancement ReportsFunny. For years, I was taking the I.A. 4403 report, and the TM 4403
before that with that quarter's awardees and turning it in with one signature, as the boys' Scout books had the 3 BoR signatures. Just this week, I had to supply 3 signatures for the CoH 4403. The Scout shop said they (whomever) are cracking down and need 3 signatures. So, we'll oblige. Problem is we have a large Troop, and many times the 4403 has 15-20 rank advancements on it. So, we'll just have three signatures to satisfy the requirement. Re: Signing TM Advancement ReportsThat is the problem, Internet advancement makes it easy for the council (a simple acceptance loads the records into scoutnet), but doesn't help advancement people as it still wants report printed, signed and taken to council. To help the volunteers, they need to go one step further.

I have to say something positive here on TM and paperwork. I say this, for volunteers, as we have realized a great reduction in paperwork, and effort, with the e-filing, generated by TM. Our Local Council thrives on that as they do not have to handle papers and really do not have to key much data in at all. They electronic accept our ScoutNet upload TM and, with an email of the Signature page, the IA is passed along to the Scout Store and Badges are sent. It is a relatively small Council though turnaround has been days, not weeks. When only Merit Badges are involved or Scout Rank they accept the digital signing of the BSA form. Re: Signing TM Advancement ReportsOur Troop is not that large, but it is not uncommon to have 2-3 boys pass a BOR in the same night. I run the IA report, print it out, and have the BOR leads sign the report at the next meeting. Then I mail it off. Our council has never had a problem with it. If they don't ask for more paperwork, I don't volunteer it.
