I wonder if it's a DNS issue.  Maybe it took forever for the IP change to get
to my ISP?  No actually to my filter provider (something called canit).  I
think canit will bonce anything that it can't reverse lookup????

No, the ip address of the mail server is unfortunately listed on 3 blacklists:

(sorry if that link requires a login)

This is common: other people on the rackspace cloud have caused the entire netblock
to be blacklisted on some lists, causing grief for everyone. ISP's shouldn't reject
or drop mail simply for being on a blacklist, they should instead add it to the spam
score and reject only if the score reaches a certain threshold.

Your ISP probably whitelisted that ip address after you complained.
