Just found the following workaround:
* open a file written in the secondary language
* select all
* open "Spelling and Grammar" (Cmd + :)
* select the language of the document from the select box on the bottom
* click on change (all text is removed)
* undo (Cmd + z)
I have the same issue. Spellcheck doesn't work anymore for the secondary language in Snow Leopard.
