Sqlite 3.6.19 needs tcl

Using T2 from SVN 5 - 6 days ago.

Puppy Linux is a cutdown distro and we avoid unnecessary dependencies.
The Sqlite package version 3.6.19 needs Tcl to compile. This is
despite '--disable-tcl'.

I rolled back to Sqlite 3.6.12, that I had used in T2 build early this
year, and yep, that is fine, does not need Tcl.

I joined the Sqlite mail list and asked about this. I was informed
that I should use the "amalgamation" source package. I see too that
they have now released 3.6.20:

Thanks for the email. I updated sqlite this morning as part of our daily
auto-updates. Their different packaging must be quite new, I'll check
them and make sure the T2 package builds without TCL.
