Stage 3.2.1 Windows

I've heard Stage 3.2.1 has a windows release. Is this true? Where can I find it?

My release was source code only, tested on Linux and OS X. It may
build on Windows, but I expect it would need some tweaks first. I have
not heard of anyone yet making precompiled Windows binaries.
