Hello Olivier,
Hercules.cnf isn't too useful without an OS; I suggest you to download a VM/370 distribution (there are at least 3 of them), that includes a configuration file.
With Windows 2000 you will never be able to start Z/VM evaluation (it needs 3 GB of Hercules mainsize).
You can get 3GB with Windows XP X64 - Vista 64 - Linux.
