Starting gdm without local display.

I'm using gdm 2.27.4 on Ubuntu 9.10.  Is it possible to start gdm
without starting local display and just support XDMCP to be only a XDMCP
server?

I used to use SuSE Enterprise Linux 11, and I was able to start
gdm(2.24.x) without local display, but it seems gdm-2.27.x on Ubuntu
doesn't allow this anymore.  Any thought?

The multi-seat feature for ConsoleKit allow you to do that, but it is
not released now.

I've setup a terminal server and it's working by enabling XDMCP in the
gdm configuration, but GDM keeps starting a local X server on the
server.  I don't want the X server to run on the terminal server.

I've noticed "--no-console" command option is not supported any more.
Any chance to put it in back?
