TSI module for Cray XT systems running TORQUE

Attached is a prototype TSI module for Cray XT[3-5] systems running
TORQUE.  It defaults to using size= to specify processor count, as it
found on the NICS and NCCS/ORNL Cray XT systems, but it has equivalent
code commented out for mppwidth=/mppnppn= requests as found at NERSC and
elsewhere.  I suspect it will also work with PBS Pro, but I have no way
of testing that.

Note that this code has been only lightly tested.
