Tcpreplay 3.0.RC1 released

I'm happy to announce that the Tcpreplay suite has reached it's first
(and hopefully only) release candidate- 3.0.RC1. 3.0 is a two year effort to completely rewrite the old 2.x code to increase performance, add functionality and standardize the user interface.
