The ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) calls on all Filipinos to take a serious look on the need to amend some provisions of our Constitution and not harp solely on the issue on the extension of the term of office of President Gloria Macapagal-Arroyo. The main issue here is not President Arroyo but on what is best for our people and country. I voted in the affirmative for House Resolution 1109 to make our constitution more attuned and responsive to the call of the times.
ANAD believes that putting in place a Unicameral System or a Federal form of government could be the best move to make as these would save more than enough funds that the government could use to strengthen our democratic institutions and people’s well being. In the present bicameral system, the upper house or the Senate, aside from practically unnecessary duplicating the legislative functions with the House of Representatives, could be a good avenue for corruption especially during elections where each candidate conducts a nationwide campaign for a seat in the Senate. This entails a lot of money to spend. The next question then would be – How would these candidate recover the money they used during the campaign? The present presidential-bi-cameral form of government is definitely weak. Obviously, this breeds corruption from the top to the lowest rung of governance.
A federal form of government is also a wise and good move considering the devolution and decentralization of power and authority from the seat of national governance to the different regions of the country.
The issue of PGMA’s possible extension of office is an issue raised and twisted to high heavens by the Maoist communist agitators and pseudo partylist groups because:
1. They abhor and disliked a change in our constitution, either in form or substance. Any change of system would negate all of their intentions and motives in conducting street protests and other anti-government actions;
2. The demented minds of Maoist communist agitator-propagandists’ choice is to constantly target PGMA because they prefer the present set-up of government in support to their political aspiration of putting 3 of their cohorts in the Senate, through their communist front political party MAKABAYAN. If this happens, it is just a few steps away from the penultimate position of power in government; and
3. They wanted this condition because it feeds on their appetite to sow discontent, disinformation, and public disorder among Filipinos and even the international community of nations.
Why are those against HR 1109 harping on this concern if they believe that the President does not have the support of the majority of the Filipinos? Why were the Maoist communist agitators, especially those in the pseudo Partylist groups, silent and never protested nor questioned then President Corazon Aquino’s appointing members of the Constitutional Commission in l986 and not truly reflective of the people’s mandate? The truth of the matter is that they are afraid of their own shadow. This is the very same shadow that they themselves created! They are now totally out of touch with reality. Their only motivation is putting in place a situation in furtherance of their own revolutionary agenda.
Let us admit the fact that there are flaws in the l987 Constitution. These flaws need our immediate attention and action to be able to respond to the demand of our people and the call of the time. We should rise up forthwith not because of our emotions but for a more noble purpose of not allowing the Maoist communist CPP-NPA-NDF to exploit the issue.
The current situation is very serious and critical. Indeed, our country needs people who can readily stand up and ably respond to the demagoguery wrought by the Maoist agitators who have successfully influenced different sectors of the Filipino community, to include the religious.
Truly enough, ANAD will not be surprised to see these personalities on the streets during the mass actions during President Gloria Macapagal-Arroyo’s State of the Nation Address on July 27 and chanting anti-Charter change and other anti-government slogans.
It is high time that I call on the members of the House of Representatives who voted affirmative to HR 1109 to come out into the open and explain their respective position. We have our sworn duty and obligation to explain this to our people. A united front on pro-charter change must be established and mobilized to explain to the people the whys, wherefores, and other imperatives appurtenant to HR 1109 and not to leave it up to any one man alone.
The same call holds true for government and all freedom loving Filipinos. There is only way to enlighten our people. This will only happen if we “come out of our own cowardly shells.” Our continued silence is only what the enemies of freedom and democracy wanted.
We must always be reminded of British statesman Edmund Burke who said - - - ALL THAT IS NECESSARY FOR EVIL TO TRIUMPH IS WHEN GOOD MEN DO NOTHING.

The "Maragtas" legend explained that sometime between 1200-1250's; ten (10) Malay Datus' together with their families, households and subordinates fled the tyrannical rule of Makatunaw, the Shri-Vijaya Sultan of Bornay (Borneo).

Led by Datu Puti, the Sultanate Minister, they landed in the Island of "Aninipay" or Panay.

They bartered their gold and jewelries with the local Ati Chieftain Marikudo for the lowlands, plains and valleys of the Island they called "Madya-as" or Paradise. The land where time began; the birth of the "Ilonggo Nation" and the cradle of ancient Filipino civilization.

For about 300 years before the coming of the Spaniards, the Ilonggos lived in comparative prosperity and peace under an organized government, the "Katiringban et Madia-as" or the Confederation of Madya-as and with such laws as the Code of Kalantiaw and/or the Maragtas Code of Sumakwel.

Nota Bene: Period of emigration was later confirmed to be during the early part of the 1400's as recorded in the ancient Chinese Ming Dynasty Chronicles. (Related articles below)

After partitioning "Aninipay" or the Island of Panay which they called "Madya-as" or Paradise, among the tribes under Datu Bangkaya, Paiburong and Sumakwel--- the exit point of Datu Puti and the remaining tribes after deciding to sail farther north towards Luzon was the Malay settlement at the banks of Araut (Dumangas) River.

While some of his kinsmen accompanied him, others opted to remain in Araut... finding the place rich .. fertile soil and with abundance in marine products.

Historians believe that the present Batanguenos are also descendants of Datu Puti and the other Bornean Datu who later left the Island of Panay and set up the first Malay settlement at the mouth of Taal (Batangas) River.

In the year 1570, Kapitan Juan de Salcedo -- grandson of the "El Adelantado" Don Miguel Lopez de Legaspi, as second in command to Spanish Conquistador Martin de Goiti, together...explored the coast of Batangas on their way to "Maynilad" and came upon the Malay settlement at the mouth of the Taal River and in 1572, the town of Taal in Batangas was founded.

Undoubtedly, before Datu Puti -- the Shri-Vijaya Sultanate Minister went back to Bornay (Borneo) to face uncertain fate, his seeds were planted along the banks of Araut (Dumangas) River in Iloilo; Taal (Batangas) River in Southern Luzon and the most logical route back to Bornay.... via the Tausog Region where early Malay settlements were established in Mindanao.

One of the first used forms of alternative was wind energy. Many countries have developed wind farms, both off shore and mainland wind farms. Turbines are turned by wind, creating a viable renewable energy source.The problem with wind energy is that turbines can’t be located near housing districts because of the noise they create, although with further research and investment technologies associated with wind energy and wind turbines will undoubtedly keep improving.
But the technology with the Coal is improving.Is the coal clean?...but somebody are opposing for this and someone says yes..There are so many plants under construction with the new technology like Clean Coal.

In the past coal mining has produced significant acid mine drainage. Sulphuric acid derived from coal mine wastes has been allowed to pollute rivers and streams, and has meant that the environmental effects of coal mining have spread out of the mining region.

Spontaneous combustion of mine wastes has increased acid mine drainage, whilst at the same time producing noxious gaseous emissions. Good mining methods coupled with efficient mine land rehabilitation will significantly reduce such cases of pollution from future mining operations.

ANOTHER LOPEZ COMPANY IN HOTSEAT OVER GEOTHERMAL

The amended case and TRO filed last July 31, Thursday, by the volunteer counsels of Save Mt. Kanlaon Coalition, Atty. Andrea Si and Atty. Andres Hagad, did not stop the Energy Development Corporation (EDC) of the Lopezes from cutting down trees in the buffer zone of Mt. Kanlaon Natural Park (MKNP), Negros Occidental.

As of July 28, 2008, 576 trees were reportedly cut down by EDC in just one week based on the account of Delia Locsin of the coalition. The geothermal development project will cover 169 hectares of the buffer zone of MKNP, the constitutionality of which is the main contention of the pending case. 4,213 trees marked by EDC to be chopped.

During the "Save 4,213 Trees in Mt. Kanlaon!" press conference held at the Urban Café, ACL Suites, 13th Avenue in Quezon City last Monday, Aug. 4, Don Flordeliza, Jr. of Green Watch Philippines, Inc. said that an average of 500 trees will be cut weekly leaving the supporters of Save Mt. Kanlaon in grave urgency to have the amended TRO approved. If the court decision will take more than one month, the buffer zone will be almost 80% denuded, Flordeliza pointed out. Flordeliza also heads Task Force Kanlaon, an agrupation of Manila-based organizations supporting the Negros Save Mt. Kanlaon Coalition.

YEARS AND YEARS OF EXPLORATION
Then a government-owned and controlled corporation (GOCC) under the PNOC, EDC started its exploration for sources of geothermal energy in the MKNP in 1987.

Instead of the targeted 40 megawatt geothermal power needed to justify for further search of the alternative energy, PNOC only acquired around 4-5 megawatts in MKNP spending a staggering P8 billion of taxpayers money based on a report by the Freedom from Debt Coalition-Negros (FDC). The expenses of PNOC-EDC are part of the $82 billion or nearly P4 trillion national debt that Filipinos have to pay, FDC-Negros said. Though Mt. Kanlaon is a volcano, the group noted that up until now the exploration still continues even without plausible proof that there is sufficient geothermal power in the area to supply the Negros island.

Based on the website of EDC by the Lopez-owned First General Corp., the corporation borrowed $68.5 million from Japan Bank for International Cooperation to purchase PNOC. The FDC-Negros report revealed that EDC is working out several foreign and local loans to buy-out other GOCC power utilities.

EFFECTS OF THE EXPLORATION
During the first press conference organized by Green Watch Philippines last August 4, 2008, farmer-supporters of the Save Mt. Kanlaon Coalition expressed their sentiments of the possible consequences should the cutting down of trees in the buffer zone persists.

Enrique Tayo, a farmer from Negros, mentioned via video-conferencing that they are now experiencing massive flash floods and erosions. Some Negrense farmers in the Mt. Kanlaon area are resorting to the use of chemicals in the farming process since output production is low through organic farming. Tayo explained that a well-heeled irrigation system normally aids organic farming, however, without the trees there would be major irrigation issues. “There are only a few trees left holding the earth in MKNP tapos puputulin pa,” he added.

Mara Pardo de Tavera, a Task Force Kanlaon volunteer and the President of the Organic Producers and Traders Association (OPTA) proposed to have the people living near MKNP tested by doctors to check for signs of health problems related to the geothermal exploration. Arsenic poisoning is usually associated in this type of energy exploration.

"We are now starting to feel the rebound of this EDC crime. We challenge the Lopezes, who by the way are also Ilonggos, and EDC officials who decided on this project, to actually live in the area so they can have a first-hand experience of all the effects of this so-called geothermal exploration," a member of Save Mt. Kanlaon Coalition denounced.

CALL FOR SENATE INQUIRY
Senator Pia Cayetano, chairperson of the Committee on Environment and Natural Resources, wrote to Mr. Paul Aquino, EDC President and Chief Executive Officer, concerning the exploration and development of the buffer zone pointing that "any geothermal exploration for or development of energy or mineral resources within MKNP shall not be allowed except by an Act of Congress."

The letter made a reference to RA 7586 or the National Integrated Area System Act (NIPAS Act) that buffer zones are "included in the individual protected area management plan that shall be prepared for each protected area to avoid or minimize harm to the protected area."

Senator Cayetano requested for the postponement of the exploration in the buffer zone until environmental issues and concerns can be answered.

A senate inquiry will be requested by Sen. Cayetano on the Mt. Kanlaon issue.

NEGRENSES UNITE
The Catholic Lay Forum, Philippine Rural Reconstruction Movement-Negros (PRRM), Freedom from Debt Coalition-Negros (FDC), LEAD Negros, DAWN, Soldiers of Ecology, students of St. Scholastica, form the Save Mt. Kanlaon Coalition. Green Alert, among other supporters showed active and potent support to save the buffer zone of MKNP.

A campaign of wearing yellow ribbons in wrists and outfits, dressing up cars with yellow ribbons, and tying yellow ribbons around trees to show support to save the trees in Mt. Kanlaon is being eagerly supported by Negrenses, especially in Bacolod. Green Watch Philippines launched the “Tie a Yellow Ribbon to Save 4,213 Trees in Mt. Kanlaon!” campaign during a press conference with Bishop Vicente Navarra in Bacolod City last July 20, where it expressed its unwavering solidarity and support to the Save Mt. Kanlaon Coalition’s cause.

Circulation of signature sheets in churches and parishes, schools, and activity centers are being carried out by the Save Mt. Kanlaon Coalition to engage the whole of Negros in this plight to save Mt. Kanlaon, Locsin added.

College students from Grupong Espading composed of visual artists, musicians, and local bands are holding support through campaigns for the environment in different schools and universities, mall tours, and various productions. An art exhibit on August 18 at the University of Negros Occidental-Recoletos (UNO-R) will be held with the theme of the effects of environmental degradation in Negros.

PERHAPS THERE IS MORE TO THIS GEOTHERMAL EXPLORATION
A resident living near MKNP said that tremors and earth shakes are felt
almost every night by the community. This geothermal exploration can turn out not just a logging operation but might be a mining exploration as well, he added.
