__MISSING_THREAD's HAM% should be almost exactly __HAS_THREAD_INDEX's
SPAM% and vice versa, with the difference being messages that have the
header but it's empty, which should be extremely rare.

The alternative is a big bug...

Never mind, they should represent each other subtracting from 100%,
which they do.  Nothing to see here...
