Toolbars, in various places

A lot of time ago I wrote a small component that implements a "local"
toolbar that can be placed everywhere and populated from the layer.xml.
If I recall right, at the time there was such an implementation, in the
editor (for the toolbar of the editor) but it wasn't easily reusable. Is
it still like that? If there is an existing component, I'd like to
jettison some old code of mine.
