Topology control protocol - protocol stack

Does anyone can tell me how I can modify the protocol stack, in NS-2, to
insert a new Topology Control Protocol.
This is different of the examples found in the Net because, as some books
present, this kind of protocol is localized between Network layer and Link
layer (it's different of the routing protocols, that are found in network
laye)... Can anyone help me? What files do I have to change to do this?
