TortoiseBlame has `/path` text in dialog title

TortoiseBlame has a `/path` command line switch in the dialog title

The following image was captured by invoking blame on 15000-HEAD on `src/TortoiseMerge/DiffColors.cpp` from a working copy of the TortoiseSVN repository trunk.

Also, the dialog title is not displayed as "url/path (shortened) - dialog title - TortoiseSVN", as was described in [1].
