My wife's HP Pavilion comes with a Touchpad. I don't like it much
but there it is. I know that a Wacom Tablet also comes with a touch
pad.  Can the one substitute for the other?

Is the touchpad more usable than a regular mouse for Krita use?

No -- a touch pad is not pressure sensitive, so they cannot substitute for
each other.
