Date: Monday, November 9, 2009, 2:23 PM

I would like to submit to this group, a topic for discussion.
I am an experienced Scouter, I have completed many BSA training classes, and have myself TAUGHT Merit Badge Counselor Orientation.

But there is an area related to merit badges, that has never really been answered and I'll lay out the scenario, and ask for opinions.

Please be civil in your replies and honor the opinions of others, but also please take time to HAVE an opinion and share it with this group, so that we may all benefit from the collective wisdom.

The core question is, "Can a boy Scout use experiences/ activities from
his past, in completion of a merit badge's requirements? "

We all know, that a Scout may not begin working on a badge, until his Unit Leader has signed his blue card (or the local unit equivalent to the blue card). Does that mean that ANY "work", even if it was coincidental, could not be allowed for completion of the badge?

I'll give an example:
Citizenship in the Nation MB.
Requirement Two is listed, far below.

So to highlight my question, let's say a Scout and his family take a trip to Washington DC over the summer for family vacation. Among many of the sights, they visit the Washington Monument. Before and during their trip, this Scout had not started Cit/Nation and had not received permission to do so.

So one month later, summer is over, and he comes to a Scout meeting and gets a signed blue card from his Unit Leader to start Cit/Nation and is also assigned a MB Counselor. For the sake of this example, lets also say it's been four weeks since his family trip.

Would it be acceptable for him to complete requirement 2.1, by choosing his visit to the Washington monument, and tell his counselor what he learned about the site and what was interesting?

Or would the rules ONLY allow the Scout to do the requirements AFTER he received permission to start?

Now... it seems to me that good judgment would allow this Scout to use
that trip from last month. If we are still in agreement, then what if the trip to Wash. DC was a year ago, or three years ago... would he still be allowed to use that trip for this requirement?

Example two:
What if the Scout was a Webelos II, four months from bridging into a Troop. They went on an activity, say to Patriot's Point, where they participated in an Oceanography program and covered many of the requirements for Oceanography. Again, they are Webelos. They will bridge in four months. They did not ask for permission and therefore were not given permission to work on a Boy Scout merit badge. Would it be acceptable to take their experiences, in say four months and apply it to Oceanography merit badge and get partial credit toward that once they bridge and join a Boy Scout Troop.

OK, what say you?

============ ========= =

Citizenship in the Nation MB, requirement Two:

(2) Do TWO of the following:

1. Visit a place that is listed as a National Historic Landmark or that is on the National Register of Historic Places. Tell your counselor what you learned about the landmark or site and what you found interesting about it.
2. Tour your state capitol building or the U.S. Capitol. Tell your counselor what you learned about the capitol, its function, and the history.
3. Tour a federal facility. Explain to your counselor what you saw there and what you learned about its function in the local community and how it serves this nation.
4. Choose a national monument that interests you. Using books, brochures, the Internet (with your parent's permission), and other resources, find out more about the monument. Tell your counselor what you learned, and explain why the monument is important to this country's citizens.

Tim: Thank you for taking time to test TM Web and posting your
comments, observations and warnings...

I signed up, but haven't had time this week to get started...

My Troop has used Troopmaster for longer than I can remember, 13+ years at least. But we've never ventured into the "shared" options, Traveler, Dot-Net, etc. We have one leader, who is the ONLY person who has "master" rights to make changes. It works well for us. We do use the built-in Backup/Restore functions in TM and then distribute the Backups to the authorized leaders in the Troop who
then download them to their own computers. They are given full
READONLY access to view and run reports. But only one person can
make changes. That person, has a backup person (actually that's me) who fills in if/when he's out of town.

My question about TM Web, will this be a way to provide our parents
access to go link and view their Scout's records? Is there a way to set up access accounts so they can only see their own Scout's information? We have a large unit, so it would be great if there was
a way to do this, so we can spend more time with the Scouts and less
time running reports that get trashed or lost. The ability for a parent to always be able to get the latest information, would be awesome.

At the same time, giving the leadership, access to the database, without them having to load anything on their computers, would be equally as awesome. I worry, because we have leaders now, that load TM on their work computers, or home computers and then all that data is there, subject to the whims of corporate IT groups, family members and co-workers. By having this all web based (in the cloud), it would remove that concern, as the only real data, is on our master computer and I guess on TSI's web servers.

I'm not sure I have a specific question, I plan to test this soon.
Just thinking out loud on what I'd like to see in future TSI products
and ways to make the data safer/secure and yet available to those who
can benefit the most from it.

Regards --> Gantt
Troop 200 Secretary

PS: I do some professional work with databases... Your issue with the birthdates... just made me wonder if the date/time on your system and the remote TSI servers, were in sync. Just a thought.
then download them to their own computers.

Regards --> Gantt
Troop 200 Secretary

PS: I do some professional work with databases... Your issue with the birthdates... just made me wonder if the date/time on your system and the remote TSI servers, were in sync. Just a thought.

When the scout joins our troop and before his first campout we issue him his Camping MB so ALL of his camping nights count for his Camping MB. This also gives us the opportunity to sit down and talk to him about the MB process. We can also then let him know that he should plan well in advance and anything that he does before the MB is issued that does not count.

It should be up to the scout to keep track of his camping dates and the Advancement "folks" should be there just to verify the dates for the scout.

Richard mentions below about a scout having camping under his belt before requesting Camping MB and or working on it. I see no reason why you would not issue this MB as soon as the scout joins the troop.

Now as a First Class Scout in his second year, he begins looking toward Star and its requirements. He needs the Camping Merit Badge! He gets the blue card and meets his counselor. Would anyone not count his campouts with the troop in the previous year. Would anyone insist that he begin counting campouts only from the date on his blue card?

I agree with the discussion about "back dating" requirements... to me, the
camping merit badge is one of those that should be an acception to the back
dating rule, or the requirement should explicitly spell out camping nights

As far as the general discussion goes, the merit badge counselor has

Our troop has used TL since we started more than 10 years ago. I don't have much direct experience but the 3-4 treasurers we've had believe it works.

The one caveat is that a person must be familiar a bit with accounting concepts like debiting one account and crediting another (for instance, moving money from a kid's Scouting account to the account set up for summer camp payments. )
It sounds scarier than it is. If a person can handle Quicken, they should be able to follow TL.

Feature-wise I've never heard our treasurers carp about missing stuff. You can set up budgets and track expense to budget categories, do individual Scout accounts as well as troop-wide accounts.

I believe TM offers a trial or money-back guarantee that would let your treasurer 'kick the tires'. And there's probably some linkages to TM (like maybe not having to duplicate-enter names and personal data for Scout Accounts) that could save time. You might try a copy and see how it works for you

Anybody here use TroopLedger? Can you give me a quick opinion on how
effective it is? Last night, our Committee's Treasurer complained about
the 'spreadsheet methods' used by the last couple of previous treasurers
and was wanting to know of a more effective method of tracking funds
associated with individual Scouts in what we call their "Camp Cash"
account. I brought up a suggestion that there were software "out there"

We have used TroopLedger for about the last 8 or 10 years and love it!

While we don't collect weekly dues, and therefore don't use the 'dues' feature, we track all Troop finances and know where all the money is at any time. As others have said, you can set up payment schedules for whatever use you desire. The way we do it is that all moneys turned in (or earned as part of fundraisers) is deposited into the checking account with each Scout's portion placed in his Camp Account. If you want to track the deposits they make for specific functions such as summer camp, you can create a 'reserve' fund (700 series). When you deposit a Scout's funds for that activity you deposit it in his camp account and pull up the reserve account in the next box. When you post the transaction the funds will be earmarked for the activity reserve fund. When you write the check to pay for that activity you go into the camp account screen (it's called passbook accounts in TroopLedger) and put in the amount to charge each Scout, pull up the reserve account for that activity, and post the transaction. The program deducts the amount from the Scout's reserved amount in that account. You can print a 'passbook balance' report, which shows how much each Scout has in his camp (passbook) account along with how much is reserved in the various accounts, and a column showing how much he has 'available' in his camp account that is not reserved for specific uses.

Our Troop has reserve accounts set up for several uses such as fundraising for projects we undertake at our local camp, funds raised for a 'Troop Trek' (an all-expense paid trip for anyone registered with the Troop, usually to a 'vacation destination' we normally wouldn't go to on a campout), and one that tracks personal items ordered through the Council Service Center or scouting retailer and charged to the Troop account. The last one comes in handy, as our council includes all of North Dakota and several counties in Minnesota, Montana, and South Dakota, and only has 4 Service Centers, necessitating each order to be charged out and shipped. When we pay for the items we charge the amount to the reserve account, then deduct the amount from the Camp Accounts and credit it to the reserve account, so the balance is always up to date.

There are many more uses for TroopLedger, but my post is already long enough! And in case you're wondering, I do not have an accounting background. The entries are made on a screen similar to Quicken or Microsoft Money, so if you have used either of those it should be an easy transition. There is also an option to make the entries on a spreadsheet screen, but I personally like the 'checkbook ledger' entry screen.
> The "prepayments" I speak of deal with actual payments a Scout would make for items like Scout Camp, campouts, High Adventure trips etc. In TroopLedger you set up an account, say for Scout Camp. You can create a schedule to expect payments on a given date. This can be either a set amount weekly to help stretch it out, or as in our case three different amounts ( a deposit in October, a first half of the balance in February and the balance in April). This can then be printed on the same form with the Dues on a worksheet that goes to the patrol. After the patrol meeting portion of our Monday night meeting has concluded, the form is turned in with the payments. The payment is applied to the camp account as a "prepayment". It is kept in that account until each payment is made at the council office. Similarly, Campout payments go into a pre-payment account and is transferred over after the campout occurs, in case the Scout can not make it to
> the campout after paying (certain rules apply) and is refunded. Like I said, I don't know how it all works, but I never quite learned it all. There is probably a better way to do it, I just never played around with it to find out.
>
> The problem we have, is that when an Scout "leaves" the troop (either quits or ages out), his account shows a balance.Â
>
> While I think it is a useable product, I don't know how easy it is for a non-accountant type person to understand it.
>
> And how about things like a general fund, a uniform fund, or endowments that have stipulations on how funds can be expensed? Would TroopLedger handle some complex things like that?
> >Â
> >Setting up payment schedules works quite well, and it tracks the payments in easily enough. The problem is getting the "prepayments" over to the actual "payment" that I never learned.Â

The problem we have, is that when an Scout "leaves" the troop (either quits or ages out), his account shows a balance.

While I think it is a useable product, I don't know how easy it is for a non-accountant type person to understand it.

And how about things like a general fund, a uniform fund, or endowments that have stipulations on how funds can be expensed? Would TroopLedger handle some complex things like that?
year working toward First Class, went on 9 monthly campouts and a summer
camp, and picked up a few merit badges along the way. Now as a First Class
Scout in his second year, he begins looking toward Star and its
requirements. He needs the Camping Merit Badge! He gets the blue card and
> may start working on the requirements. In some cases, you may share with
> your counselor the work that you have already started or accomplished.
> Unless otherwise specified, work for a requirement can be started at any
> time.
>
> The Merit Badge Counselor is the one who decides whether or not
> previously done work can count toward the Badge Requirements.
>
> The Scout discusses this with the MBC.

Anybody here use TroopLedger? Can you give me a quick opinion on how
effective it is? Last night, our Committee's Treasurer complained about
the 'spreadsheet methods' used by the last couple of previous treasurers
and was wanting to know of a more effective method of tracking funds
associated with individual Scouts in what we call their "Camp Cash"
account. I brought up a suggestion that there were software "out there"
that is specifically aimed at funds management for Scouting organizations.

Thanks in Advance,

How does Pack Master work with crediting the boy's with the Academic Letter?
I looked on line, and there is no guidelines for when it is credited. I
usually wait for the program to tell me.

If you can award a pin to go on it, they can have a letter...

From: http://www.scouting.org/scoutsource/CubScouts/Awards/Boys/sanda,-d-,b.aspx
,-----
| Academics and Sports Letter and Pins
|
| Once you have earned the belt loop, you can stop. But if you want to
| do more with the activity, you may complete extra requirements to earn
| a pin.
|
| A good place to display Academics and Sports pins is on the Academics
| and Sports letter. You can wear the letter on a sweater or a jacket,
| or display or frame it. The letter does not go on the Cub Scout
| uniform. There are no special requirements for earning the letter,
| because it's just for displaying the pins.
