Trouble with UTF-8?

Hi

I'm just wondering if anyone else have experienced problems with
attachments after several languages converted to UTF-8?

They disappear when users try to forward them, and its seems to be
emails written in ISO-8859-1 with attachment file names containing
Norwegian characters sent from external systems (MS Live Mail among others)

Since the English language now also is UTF-8 in 1.4.19 I can't tell the
users to try that instead.
