UI and Runtime branches

For 4.2.1 work, we should be working in pwebster/start_421 in eclipse.platform.ui and eclipse.platform.runtime.  On release day, or when David sets up new builds, we'll switch back to working in master after I've merged in pwebster/start_421

I've also deleted R3_development.  The current branch tip that was R3_development is now tagged with R3_8.  If you have anything to go into 3.8.1 (as I do with an emacs keys preference page fix) you should use R3_8_maintenance.
