Unable to find 'resgen' tool

I am trying to build a program solution from Visual Studio, but I keep getting this error that it cannot find the resgen tool.  Any suggestions?  I am using Windows.  I have searched the forums, but haven't been able to find a solution to this problem.  I have the 3.5 framework installed.
