Unable to install Help files.

I have just installed GIMP 2.4.6 on my XP Pro machine.
I downloaded the documentation file gimp-help-2-2.4.0-setup.exe from
http://gimp-win.sourceforge.net/stable.html.  However when I try to
execute it Windows gives me the following error:
   "Unable to execute file in the temporary directory. Setup aborted.
    Error 2: The system cannot find the file specified."

I have already tried the following:
1.  Downloading the separate "part" files from the same web page -
same problem when I execute the setup.
2.  Copying gimp-help-2-2.4.0-setup.exe to the Program Files folder
that contains the GIMP executable.

Any ideas??

Uninstall Norton Antivirus, then you'll be able to install the help files.
You can also complain to them for breaking the installer.

Many thanks - it was indeed Norton that was causing this issue.
For the benefit of others seeing this issue - no need to uninstall
Norton, just disable Firewall and Auto-Protect for the time it takes
(a minute or so) to install the GIMP Help file.

Yes, Jernej is correct. Norton is the worst utility/antivirus program
on the planet.

If you can uninstall Norton (it takes a special<a
href="http://service1.symantec.com/Support/tsgeninfo.nsf/docid/2005033108162039">
'Norton Removal Tool'</a>) then use the free AVG anti-virus protection.

Must say that, although I have been using Norton for many years, I am
becoming more and more annoyed with it.  Already surveying the market
(AVG or AVAST plus AdAware are my current favourites) ready for when
my sub expires later this year.

I've found McAfee to be not at all intrusive.  Haven't checked to see if it breaks the help installer, though.
