Unable to use visual editor window or find Gtk libraries from IDE

When I click on a file in the "solution" pane to open it in the visual editor, I receive an object reference error. This error occurs for new projects and pre-existing projects in any language.

Something I noticed which I believe may be directly related, when I try to select target GTK+ version under Project->Options->GTK Settings->Options the combobox is empty and I cannot select anything.
