User/system config files

This doesn't seem to be documented anywhere, but dvdauthor supports a
user config file ~/.dvdauthorrc and a systemwide /etc/dvdauthor.conf,
with settings in the former overriding corresponding ones in the latter.

This is currently only used for a "WORKDIR" setting which specifies the
default output directory to use if there is no "dest" attribute in the
XML control file or "-o" option on the command line.

Frankly, I don't see the point in that. Why have a userwide or
systemwide default output directory?

One thing that WOULD be useful to put in this config is the default
video format, PAL or NTSC. Hands up all those fed up with software that
continually defaults to NTSC...

Indeed, not so useful.
