This query is somehow having some bugs which are marked v3_exclude.  For example it has :
https://glassfish.dev.java.net/issues/show_bug.cgi?id=10572 against my name which is v3_exclude, on the other hand it does not have the following bug which i am trying to fix for V3 : https://glassfish.dev.java.net/issues/show_bug.cgi?id=8690

The query is still wrong: it does not include bugs in state REOPENED (like 8474).
